Critic calls for second look at headwaters

The flood-proofing plan pitched Friday by a government-appointed panel hasn't been approved yet, but
already there is a split between those who want work to proceed quickly, and environmental groups who say the province needs to hit the brakes.

Cliff Wallis of the Alberta Wilderness Association said relying on engineered solutions for flood mitigation can be dangerous. "We can understand people building when they first settled the area in places that may not have always been the best place to build. But in this modern age, we just should not be building there - we know better."
