Ewart: What took pipeline safety report so long?

"One of the priorities is to define what constitutes a body of water - seriously.

They've been regulating oil and gas development in Alberta for 75 years, there is 400,000 kilometres of pipelines in the province that cross under tens of thousands of water courses that swell each spring with snow melt and rain and yet they can't define one of the industry's "high-risk, high-consequence" geographical challenges. It would seem to confirm there are still a lot of unknowns about pipeline safety."
